filesystem: implement filesystem watcher
I also ported the library code to use it as well. Once we implement
proper directory watching on Windows (and maybe others) this will
be fairly useful :)

This is just like any typical cmake-based project. To install, it's as simple as: 1). cmake .. Configures the build, finds Qt and the necessary runtime libraries. 2). make Builds the package. 3). make install Installs the package. Use a suitable permission escalator like sudo or doas. On Windows, you'll probably want to use a Unix-like environment such as msys2 or Cygwin. No other environments have been tested yet.
